SUMMARY new Royal Decree 487/2022 Vs Hycleen

GEORG FISCHER informs that RD 487/2022 goes into aplication on January 2, 2023, ceasing to be of application RD 865/2023, which after 20 years is considered outdated in terms of technical knowledge, methods, staff training, etc…

Some of the most important innovations that it introduces:
- The scope of application are all facilities (fixed or mobile) in which Legionella can proliferate and spread.

- The establishment of a PPCL (Plan de Prevención y Control de Legionella -Legionella Prevention and Control Plan) and a PSL ( Plan Sanitario de Legionella -Legionella Health Plan). (The PPCL is required and the PSL is optional, although preferable for certain installations)
- As an important feature of the new RD 487/2022, the owners of the facilities will be obliged to control and prevent the appearance and proliferation of Legionella.
In order to establish these preventive measures, it will be necessary for the facilities to have a Legionella Prevention and Control Plan (PPCL) where an initial diagnosis of the facility is made (presentation of technical data, signalized schemes for each facility and intake sample points), there is a description of the maintenance, cleaning and disinfection programs, in addition to the sampling programs and training of personnel, together with all documentation and records.
The PPCL will be the starting point for all installations and will be reviewed periodically.
There will be an optional possibility of generating a Legionella Health Plan (PSL), based on risk assessment and WHO recommendations. Until said plan is adequately designed, planned and validated through data and results that demonstrate its effectiveness, the facilities must keep the PPCL active.
- The local facilities and priority centers defined in article 2.11 should preferably base their plan on a PSL.
Another of the main differences with the previous decree is the classification of the facilities. Previously, a distinction was made between installations with a greater or lesser probability and others, while now up to 15 types of installations are distinguished, without any differentiation between them: sanitary water system installations, cooling towers and evaporative condensers, industrial humidification plants, fire extinguisher water systems, vehicle washing systems… among others (they are detailed in Annex I). The expansion in the classification allows a greater number of facilities susceptible to Legionella control to be covered.

- The owners of the facilities must update the PPCL or implement the PSL, as appropriate, within a period of one year from the entry into force of RD 487/2022. (That is, January 2, 2024).
EVERYTHING is important in this annex, but I think this is FUNDAMENTAL.

- And this is what ANNEX III says:

- The deadline for installations is until 2/1/2025.
