On 11/27/2023, DECREE 192/2023, of November 7, entered into force on the industrial safety of establishments, installations and products (https://portaljuridic.gencat.cat/eli/es -ct/d/2023/11/07/192) which deploys law 9/2014 of July 31.
One of the main differences is that as of November 27, 2023, it is mandatory that in installations inside homes what we colloquially call cable (CcCca-s1b, d1, a1) must be free of halogens.

Within this Decree we note that on sheets 85/105 to 95/105 additional technical instruction number 12, “Low voltage installations” appears, which consists of sixteen articles and an appendix with five sections.
Article 9 deals with the interior installations of homes and in its point 9.4 indicates:
“9.4 In new electrical installations inside homes, and in modifications or extensions of existing ones, only conductors of the minimum fire reaction class, Cca-s1b, d1, a1, can be used.”
The classification Cca-s1b, d1, a1 is what we usually call "cable halogen-free".
The range that until now was allowed in ITC-BT-26 section 6.1.1 was wider. This article restricts to only this type of cable (Cca-s1b, d1, a1 is what we usually call “halogen-free cable”) that must be installed inside homes.
