INSTALLATION OF CHARGERS IN CAR PARKS

Currently there are approximaterly 15,000 public charging points in Spain. A number far from the 340,000 charging point needed to cover the demanda in a not so far away future, according to the Business Association for the Developement and Promotion of Electric Mobility (AEDIVE).
With Real Decreto-Ley 29/2021, of December 29, the aim is to expedite the installation of charging points, with the aim that users of electric vehicles have more than 100,000 points in 2023.
Real Decreto-Ley 29/2021: Infrastructure for charging electric vehicles
Consejo de Ministros in the Real Decreto-Ley 29/2021, of Decembre 21st. Which states the following:
All existing buildings for use other than private residential (work centers, shopping and leisure centers, sports facilities, educational centers…) that have more than 20 parking spaces must install charging points for electric cars in their parking lots.
The Real Decreto-Ley, which will enter into force on January 1, 2023, also provides that there must be at least one charging point for every 40 parking spaces, with a maximum of 1,000 spaces.
→ In the case of government buildings, there will be a charging point for every 20 spaces. As they are buildings owned by the Administración General del Estado, the requirements are even more demanding due to the exemplary role that the public sector must have.
Once the 1,000 spaces are exceeded, a charging station will be installed for every 100 additional spaces in car parks of public and private buildings.

PROMOTION OF A RELIABLE RECHARGING NETWORK FOR ELECTRIC VEHICLES IN SPAIN
Some of the measures included in Real Decreto-Ley 21-2021 for the promotion of a reliable recharging network for electric vehicles are the following:
1- It is not necessary to have a previous work license, a responsible declaration is enough. Administrative barriers are removed to streamline the process.
2- The authorization process for electric vehicle charging points on land adjacent to state highways is made easier, with the aim of massively increasing the installation in service stations.
3- Penalties for service stations that fail to comply with their obligations in the installation of new charging points.
4- Fiscal measures for the promotion of electric mobility: city councils may apply discounts of up to 50% of the Real Estate Tax (IBI), up to 50% in the Municipal Fee in premises affected by economic activity and up to 90% of the Construction, Installations and Works Tax (ICIO).
Infrastructure for charging electric vehicles in new buildings
The electrical pre-installation for electric car chargers will be mandatory in newly built buildings from January 1, 2023.
The minimum provisions for newly built car parks will be:
- In car parks or parking lots for private, cooperative or company fleets, or those for offices, for their own staff or associates, or municipal vehicle depots, the necessary facilities to supply a charging station for every 40 spaces.
- In permanent public car parks or car parks, the facilities necessary to supply one a charging station for every 40 paces.
